Hank Kimball is using a duck call to go grouse hunting. Duck calls are only used to attract ducks. But being Hank Kimball, this is the sort of wacky behavior one would expect from such a character.

Goofs
When Arnold comes into the bedroom and the sliding closet door opens and falls to the floor, as it always does, it lands next to the bag. Mort's shoes are neatly together to the left of the bag. Then Arnold switches on the TV and, when Mort tells him "shoo", Arnold goes and picks up a shoe, but the position of the shoes has changed and the door that had been lying close to the bag is now farther from it.
